“Empower” was established as a spin-off from the foreign talent introduction and dispatch division of Dream Exchange Co., Ltd. 

Dream Exchange Co., Ltd. is a business support company specializing in mobile communications, providing support services for major telecommunications companies and domestic and international communication device manufacturers. Through business outsourcing from foreign companies, Dream Exchange Co., Ltd. has recruited many foreign talents as employees. Leveraging this experience, Empower was founded as a specialized company in foreign talent introduction and dispatch, aiming to support companies struggling with labor shortages.

Empower has been involved in a wide range of foreign talent-related tasks, including not only dispatching and introducing foreign talents but also providing support for Ukrainian refugees.
